Bringing an EU-registered car to Spain means passing an ITV import inspection, filing the registration tax, paying the municipal road tax and registering the vehicle with the DGT before you get Spanish plates. You can work through it yourself with the guided flow, or hand the case over.
If you are importing the car as part of moving your habitual residence to Spain, you can claim an exemption from the registration tax (IEDMT) by filing Modelo 06 instead of Modelo 576. You must show you owned and used the vehicle abroad before the move.
This is time-sensitive: the claim window is around 60 days from registering as a resident, and once it closes the full tax is due. Make this the first thing you check - it is often worth thousands of euros.

It is a manufacturer document confirming the vehicle meets EU standards and stating its technical specifications. Some countries issue it with the standard paperwork; otherwise you request it from the manufacturer, which can take weeks. A ficha tecnica reducida can be accepted instead, as long as it carries the CO2 figure.
It depends on ITV and DGT appointment availability in your province, and on how quickly the Certificate of Conformity arrives. The paperwork itself is not the slow part.
