Determine application location
In Spain: Oficina de Extranjería with cita previa. Abroad: Spanish consulate in your country.
Gather documents and fill in EX-15
Complete EX-15, prepare justification letter, get photocopies.

Download, fill in, pay at bank.
Book appointment (cita previa)
Book at sede.administracionespublicas.gob.es for "Policía – Expedición de NIE".
Attend appointment
Bring all originals + copies. NIE number usually assigned immediately; physical document may take 1–3 weeks.
Required Documents
Original + 2 photocopies of bio page.
Letter explaining why you need an NIE: job offer, property purchase, tax registration, etc.
Recent photo, white background.
Tips & Common Pitfalls
The NIE number is permanent and follows you for life in Spain. Do not lose the paper.
NIE alone does NOT grant residency — it is only a tax identification number.
Some banks will open an account with just passport + NIE application receipt.
