Het korte antwoord

For most EU, EEA and Swiss citizens moving to Spain for more than three months, the CUE is the correct procedure. Your NIE is issued as part of it, so applying for a white NIE certificate first is not normally needed.

Everything below is the reasoning: what the number is, what each document does, and the narrow cases where the white certificate still makes sense.

Het NIE is een nummer, geen document

This is the misunderstanding behind almost every wasted appointment. The NIE, or número de identidad de extranjero, is a personal identification number that Spain assigns to foreign nationals. It is not a card, a permit or a status. It is a number.

What people call a "NIE" is usually one of two documents that carry the number. The white A4 certificate assigns the number and does nothing else. The green CUE certificate registers you as a resident and prints the same number on it.

Je NIE verandert nooit

Once assigned, the number stays with you for life. Moving from the white certificate to the CUE does not give you a new number, and there is no such thing as a "green NIE" that replaces a "white NIE". The document changes. The number does not.

Het witte NIE-certificaat

A white A4 certificate that assigns your NIE. It is applied for with form EX-15, and it exists so that a foreign national can be identified in a single administrative or economic transaction: buying a property, signing a contract, inheriting, opening certain accounts.

It is not a residence document. It records no address, no status and no permission, and it says nothing about how long you may stay.

Het is geen werkvergunning

Holding a white NIE certificate does not authorise you to work, and not holding one does not prevent an EU citizen from working. The right to work comes from your nationality, not from this piece of paper.

Het CUE

The Certificado de Registro de Ciudadano de la Unión is the green certificate recording that you have exercised your right to reside in Spain as an EU, EEA or Swiss national. It is applied for with form EX-18 at the Oficina de Extranjería or a designated police station, and your NIE appears on it.

Under Article 7 of Real Decreto 240/2007, EU citizens intending to reside in Spain for more than three months are required to register and obtain this certificate.

Wat meestal gevraagd wordt, per situatie

Employed

Employment contract or a certificate from the employer, or proof of registration with social security.

Self-employed

Proof of registration in the census of economic activities, or with social security as autónomo.

Student

Proof of enrolment at a recognised institution, healthcare cover and a declaration of sufficient resources.

Not working

Proof of sufficient resources for yourself and any family members, plus healthcare cover, whether public or compliant private insurance.

Most offices also ask for your passport or national identity document, the padrón certificate, form EX-18 and proof of the fee payment.

The lists above are the ones most commonly requested, not a universal standard. Individual Extranjería offices interpret the requirements differently, particularly on healthcare cover and proof of resources. Confirm the list for your own office before booking.

Heb je het witte NIE nodig vóór het CUE?

No. You can apply directly for the CUE, and your NIE will be assigned as part of that procedure. There is no requirement to hold a white certificate first, and doing so means one extra appointment and one extra fee for a document you will not need again.

There is a narrow case where it still makes sense: if you need a number before you can meet the CUE requirements. Buying a property before you move, signing a contract from abroad, or completing a financial transaction while you still lack a padrón and proof of cover. In those situations the white certificate is doing the job it was designed for.

Kan een EU-burger in Spanje wonen en werken zonder het CUE?

The right to work in Spain comes from EU freedom of movement, not from either document. But the obligation to register is real, and the two periods are treated differently.

De eerste drie maanden Article 6

Under Article 6 of Real Decreto 240/2007, an EU citizen may enter and stay in Spain for up to three months with a valid passport or national identity document, without any registration formality.

Langer dan drie maanden Article 7

Under Article 7, registration in the Central Register of Foreign Nationals is required, and the CUE is the certificate of that registration. Not registering does not remove your right to work, but it leaves you without the document Spanish administration uses to evidence your residence, and the obligation itself stands.

Sociale zekerheid zonder NIE

Social security uses its own numbers, and they are not the NIE. The NUSS is the social security number itself. The NAF is your affiliation number, recording that you are registered in the system.

Legally, a passport or national identity document can be used as identification when applying for these numbers, so an NIE is not a strict prerequisite.

De dagelijkse praktijk wijkt vaak af

Employers and payroll systems frequently ask for an NIE before a start date, whether or not the law requires it, and some offices do the same. The legal position and the practical position are not always the same, and it is usually faster to have the number than to argue the point.

Waar de padrón in past

The padrón municipal is a different thing again, issued by a different authority for a different purpose. Your town hall, the Ayuntamiento, registers the address at which you live. It is a municipal record, not an immigration one, and it says nothing about your residence status.

It matters here because the Extranjería office normally asks for it as evidence of where you live when you apply for the CUE. Two separate systems, one of which depends on the other in practice.

Veelgestelde vragen

Does the white NIE certificate expire?

The number itself does not expire. The certificate is a record of assignment, and some offices and institutions will ask for a recently issued copy rather than an old one.

Do I need a padrón before applying for the CUE?

In practice, yes. It is not the padrón that grants residence, but Extranjería offices normally ask for the certificate as proof of your address, so register at the Ayuntamiento first.

Can I apply for the CUE without already having an NIE?

Yes. The NIE is assigned as part of the CUE procedure, which is exactly why the white certificate is not normally a necessary first step.

Does my NIE change when I get the CUE?

No. The same number is carried onto the certificate. If you already hold a white certificate, the CUE will show the number you were given then.

Is the CUE the same as a TIE?

No. The TIE is a biometric card issued to non-EU nationals. EU, EEA and Swiss citizens receive the CUE, which is a paper or card-sized certificate without biometric data.

What if my employer insists on an NIE before I start work?

Your right to work does not depend on it, and social security registration can legally be done with a passport. But payroll systems and employers often require the number regardless, and in most cases the practical answer is to get it rather than contest it.
