Why it is a multi-step process
Registering a foreign vehicle in Spain is not a single form: you must satisfy customs/tax (where applicable), pass a technical inspection (ITV) aligned with Spanish rules, pay registration tax where due, and finally register the vehicle at the DGT (Dirección General de Tráfico).
Typical chain
- Prove identity and address (NIE, padrón, or residence document).
- Clear customs / VAT position if the car entered from outside the EU or without proper EU VAT status.
- Obtain Spanish-type approval or modifications if the vehicle needs them.
- Pass ITV for first registration in Spain.
- Pay Impuesto de Matriculación when applicable.
- Submit to DGT for Spanish registration and plates.
Vehicles already in free circulation in the EU
If the vehicle was properly taxed and registered in another EU country, you generally focus on change of residence rules, ITV, registration tax (with possible exemptions for moves), and DGT — not on “import VAT” in the same way as a container from outside the EU. Rules for registration tax relief when transferring your normal residence are strict: keep purchase invoices, proof of prior registration, and evidence of the move.
Non-EU origin or third-country import
Imports from outside the EU usually involve customs clearance, payment of duties and VAT (unless a specific relief applies), and correct customs documentation before ITV and DGT will accept the vehicle. Use a specialised customs agent for high-value or classic cars.
ITV and technical compliance
The ITV checks safety and emissions. Vehicles without EU type approval may need individual homologation (often costly). Electric conversions, modified exhausts, or very old imports are common pain points — ask an ITV station that handles first registrations before you spend on shipping.
DGT and plates
Once taxes and ITV are in order, you apply to the DGT for Spanish registration. You will receive new plates and the vehicle will appear on the Spanish register. Insurance must be in place for the new registration.
Documents to gather early
- Passport or ID and NIE / residence proof.
- Certificado de empadronamiento (often required).
- Original foreign registration certificate and plates.
- Purchase invoice or proof of value (for taxes).
- Customs paperwork if imported from outside the EU.
- Certificate of conformity or homologation where applicable.
